An amber light on Dell PC's normally means that the power supply has failed. I would replace this PC from a known working unit to test.

I thought powersupply first but he said the fan is running so maybe the 20/24 pin connector on the power supply is not working properly. I have had this happen before on the optiplex dell's and it has always been mobo. But you should check the PS first just in case. It will save you money.

Most likely motherboard but could be the power supply.Worst case, both. You can rule out the power supply by taking it out and placing it in a spare machine and see if it boots up.

I thought I would add a little more value here:
The below steps can help resolve an issue where the Optiplex 390 will NO POST after being powered for an extended period of time. The symptom is the machine will power off soon after the power button is pressed with a momentary Power and Diagnostics LED illuminated on front panel.
1. Unplug the power cable from the power supply, drain out the power by long-pressing the power button, and reconnect again once it is done.
2. Unplug either front USB or front Audio jack connector from the motherboard; the system should POST with connector removed. When the system does POST, hit F2 to enter the system setup menu, then find the 'Deep Sleep' setting, and set to Disable. Shutdown and re-insert the USB / Audio front connector, and the issue should be cleared.
Once system POST successfully, download and install BIOS 0390-A05.exe from Support.Dell.com for a permanent solution. Here's the BIOS link:

Hello. I am having the SAME problem (solid amber light) on my Optiplex 320. However the front USB, audio, and power button are all connected via one cord to the motherboard. Any other ideas?

I had a user who could not power with a solid amber light. Unplugged the power supply and drained the power by pressing power button for 20 seconds. The user then plugged in and powered on while holding down f2. Success!
